TAVARES, Fla. (AP) ? A series of explosions rocked a central Florida propane gas plant and sent "boom after boom after boom" through the neighborhood around it. Eight people were injured, with at least four in critical condition.
John Herrell of the Lake County Sheriff's Office said early Tuesday that no one died despite massive blasts that ripped through the Blue Rhino propane plant late Monday night. Officials initially scrambled to find more than a dozen employees after the explosions.
"Management is comfortable saying all of those they knew were there tonight have been accounted for," he said.
Tavares Fire Chief Richard Keith said possible causes of the explosion may be either equipment malfunction or possibly human error. Sabotage was not suspected.
One person injured in the explosion was listed in critical condition at University of Florida Health Shands Hospital and three others were listed in critical condition at Orlando Regional Medical Center. Herrell said some others drove themselves to area hospitals.
Tavares Battalion Commander Eric Wages said five workers walked up to a command center firefighters set up near the plant Monday night with skin hanging off their arms, torso and faces. He said their arms were outstretched and they were in complete shock.
The Blue Rhino plant, which is northwest of Orlando, refilled propane tanks typically used for barbecues and other uses. There were some 53,000 20-gallon tanks at the plant on Monday.
Tuesday morning, smoke still billowed from a storage container on the property, which consists of a couple of warehouses next to each other. The parking lot was littered with thousands of blackened 20-gallon propane containers.
Nearby, three 33,000-pound tanks of propane sat untouched. Lake County Battalion Chief Chris Croughwell said the hoses designed to spray water on the large tanks in case of fire, did not go off as planned because they had to be manually activated. "Most sane people don't stick around for an event like this," he added.
Tavares Mayor Robert Wolfe said Tuesday that he was surprised to learn the hoses at the plant had to be manually activated. If Blue Rhino reopens the plant, Wolfe said he plans to raise the safety issue. "That way, it's fail safe," Wolfe said. "We're lucky those tanks didn't explode."
Blue Rhino is a subsidiary of Kansas-based national propane provider Ferrellgas. Spokesman Scott Brockelmeyer said Tuesday he didn't have information available about the safety water hoses.
"It's as sobering a situation as you can possibly imagine," Brockelmeyer said. "We have folks who are injured, and we've got Blue Rhino and Ferrellgas employees across the country who are keeping them in their prayers and sending good vibes their way."
Brockelmeyer said there were 14 full-time employees and 10 part-time workers in the plant when the explosions occurred Monday night.
Croughwell said firefighters who responded to the initial fire had to wait to enter plant site because conditions were so dangerous. Just as they were finally about to go in, four tractor-trailers parked next to the large propane tanks caught fire.
If the large tanks exploded, Croughwell said, "it would have wiped us out."
Video footage on WESH-TV in Orlando showed fires burning through trucks used to transport propane tanks, which were parked at the plant. The fire sent plumes of smoke into the air hours after the blast.
Keith said the explosions shook his house several miles from the plant. "It truly sounded like a car hit our house," he said.
Herrell said about 50 homes were evacuated Monday night but residents were allowed back in about four hours later.
Marni Whitehead, 33, who lives less than a mile from the plant, said she was in bed ready to go to sleep when she heard a loud boom.
She ran outside and saw other neighbors outside and then they saw the explosions.
"We knew right away it was the plant, the propane plant," Whitehead said. "After that, it was just sort of panic."
Whitehead likened the explosions to Fourth of July fireworks. "And it was just boom after boom after boom," she said.
Herrell said officials believe the fire was contained and wouldn't spread to another part of the plant.
According to the Leesburg Daily Commercial, the plant was built in 2004 and employs fewer than 50 people.

With the Reserve Bank of India easing monetary policy, it was expected gross domestic product growth would revive, although slowly, from the five per cent levels of last year, notes Varun Goel
Murphy?s law states: ?Anything that can go wrong will go wrong?.
This seems especially true in the context of Indian economy and Indian equity markets in the past year.
Last year this time, India was grappling with an imminent sovereign downgrade, with an uncontrolled fiscal deficit, policy paralysis of the highest order with no economic reforms for eight long years and a weakening rupee.
With Chidambaram coming back to the finance ministry, measures were announced to tackle the fiscal situation.
We saw government spending being curtailed, foreign direct investment allowed in several sectors like retail and aviation, and a more benign monetary policy.
Several policy measures were undertaken to cap fiscal deficit.
The fuel price deregulation announced in January is probably the most significant reform measure in the last five years and will have significant positive long-term impact on the economy.
This combined with severe expenditure curtailment, led to a better than expected fiscal deficit number for FY13.
With the Reserve Bank of India easing monetary policy, it was expected gross domestic product growth would revive, although slowly, from the five per cent levels of last year.
And just when things seemed to be looking up, we had an eight per cent fall in rupee value through the month of May and June which changed the overall macro picture.
India is not alone in the currency carnage which was triggered, partly by the US Federal Reserve?s comments on tapering on Quantitative Easing.
However, India is most vulnerable due to the high deficit levels on both fiscal and current account.
RBI has been forced to intervene and carry out monetary tightening to defend the rupee.
These monetary policy measures are going to slow down economic activity further and a recovery is now pushed back into 2014.
We are now expecting gross domestic product growth of around five per cent for the financial year.
Equity markets have reacted with banking and automobile stocks taking a big hit.
However, the broader market has been resilient, with the Sensex within five per cent of its all-time high.
We believe all possible negatives which could happen have played out.
One can add a fractured electoral outcome as another potential negative.
However, no one is expecting a very decisive mandate from elections next year, so expectations are already low.
There is not much that can go wrong from here. We have GDP growth, currency, current account deficit all at a decadal low.
Things can only look up.
Growth should get a boost once these temporary measures by RBI are withdrawn.
We see more actions on the import side, which will also help stabilise the rupee.
It?s difficult to see the sunshine when dark clouds gather.
A good monsoon, commodity price correction, a strong macroeconomic recovery in the US and a stable euro area are significant positives for equity markets this year.
We expect Indian companies to deliver a 10 per cent earnings growth this financial year and remain positive on equity markets, with a potential 15 per cent upside from these levels by the end of the year.
We expect a few industries to outperform dusting these times of the dark clouds.
We expect the pharma, information technology, automotive and private sector banks space to outperform the market in the next two quarters.

Step3: Contact - After researching and analyzing your case on how the injury occurred, the extent of damages and costs, the lawyer contacts the responsible person or the insurance company directly.
Step4: Out of the court settlement - Mostly, personal injury claims get resolved before the lawsuit is filed. During negotiation a settlement offer will be made by the insurance firm representing the responsible person. Your lawyer will inform you and also give you an opinion on whether to accept it or not. Ultimately, it will be your personal decision.
Step5: Filing a lawsuit ? In case, the settlement fails then your lawyer will file a claim in the court. The judge will then draw a deadline for every phase of lawsuit procedure. The trial can take several months to years liable on your case complexity.
Step6: Mediation - During court cases mediation alternative can be requested for resolving dispute. Both sides display their case and proceed in negotiating the settlement terms according to the neutral mediator. Both parties can accept or refuse the offer during mediation.
Step7: Trial ? If the case has to undergo a trial then both parties and their attorneys put up their case and arguments. Ultimately, the jury or the judge decides the defendant?s negligence and the amount to be awarded.
Step8: Post-trial - If the plaintiff wins the case, then the defendant can appeal in high court for verdict reconsideration. In case, there is no appeal brought, it takes some time to get paid because the lawyer has to first pay the lien (any investigating company or legalities). Then the decided contingency fees for legal assistance are deducted and you finally you get the check.

PIERMONT, N.Y. (AP) ? Brian Bond was disoriented from head trauma and in darkness when he awoke from unconsciousness soon after the speedboat he was in with his fiancee and four friends smashed into a construction barge on New York's Hudson River, hurling the bride-to-be and Bond's best man into the water.
Bond used his cellphone to call 911 late Friday night, and first responders relied on heat-seeking technology to locate the boat just south of the Tappan Zee Bridge, authorities said.
On Saturday, a woman's body matching the description of 30-year-old Lindsey Stewart was pulled from the water. Authorities haven't yet released a positive identification.
Stewart and Bond, friends since childhood, were to be married in two weeks, on Aug. 10.
Bond's best man, Mark Lennon, 30, remains missing and is presumed dead, authorities said. Emergency crews planned to continue their search for him Sunday.
Jojo John, who was operating the boat, was charged Saturday with vehicular manslaughter and three counts of vehicular assault from a hospital bed where he was recovering from his injuries in the crash, said Chief William Barbera of the Rockland County Sheriff's Office.
Authorities said they suspect the 35-year-old Nyack man was intoxicated at the time of the crash; they were awaiting the results of blood tests. Attempts to reach John's family were not immediately successful and it was not clear if he had an attorney.
Barbera declined to identify the other two people aboard the boat and had no information on their condition. The two and Bond also remained hospitalized Saturday night.
The group had left the village of Piermont for a short trip aboard the 21-foot Stingray across the river to Tarrytown, about 30 miles north of New York City, authorities said.
Stewart and Lennon were thrown from the boat when it struck a barge carrying materials for the construction of a replacement for the Tappan Zee Bridge, authorities said. Barbera said the barge was equipped with lights, but it was still difficult to see on the water late at night.
Stewart, of Piermont, worked for an insurance company. She and Bond were to be married at the Good Shepherd Lutheran Church in Pearl River, with a reception at a vineyard in Hillburn, her stepfather Walter Kosik said.
The couple had known one another for years and used to go to church together, he said.
"They have been friends the whole time, and they fell in love about 3 ? years ago," Kosik said.
Stewart's former English teacher at Pearl River High School, who remained in contact with her through Facebook, called the accident "heartbreaking."
"She was one of my students and a bright, sweet girl loved by everyone," said Doreen Arney. "I knew that she was getting married, and to Brian. To happen to two such special kids ? it just shouldn't happen."
The New York State Thruway Authority, which is overseeing the bridge project, said it was reviewing safety procedures. It said the lighting on the barges appeared to be functioning normally.
"Our thoughts and prayers are with the victims and their families during this difficult time," the authority said in a statement.

U.S. Secretary of State John Kerry has called on all parties to end their support for armed rebel groups in the eastern Democratic Republic of Congo.
Secretary Kerry made the call at his United Nations debut as the top U.S. diplomat Thursday, chairing a high-level U.N. Security Council session on the Great Lakes region and the DRC.
He told the meeting that he is deeply concerned about recent reports of resumed external support to the M23 rebel group, and reports of collaboration with the Rwandan Hutu rebel group in the eastern DRC, known as the FDLR.
"I want to be emphatic here today: all parties must immediately end their support for armed rebel groups," he said. "All governments must hold human rights violators and abusers accountable. We must end the era of impunity."
Earlier this week, Human Rights Watch issued a report saying Rwanda has provided ammunition, food, and training to M23 rebels and allowed its leaders to recruit inside Rwanda, including among demobilized Rwandan soldiers.
Meanwhile, Rwanda accused U.N. peacekeepers of backing alleged collaboration between the DRC army and the FDLR.
While Kerry did not directly name Rwanda, he urged regional actors to exercise restraint and return to a constructive path, moving forward to address the root causes of regional conflict and permanently resolve it.
U.N. Secretary-General Ban Ki-moon also expressed concern about recent fighting and called on the signatories to February's Peace, Security and Cooperation Framework to work positively with each other in order to endorse the document this September on the margins of the annual General Assembly debate.
Ban urged countries to support this goal through all the means available, including sanctions for spoilers.
"I call on the international community to use all tools from international criminal prosecution to sanctions regimes to development assistance," he said.
Rwandan Foreign Minister Louise Mushikiwabo appeared to ignore allegations that her government supports armed groups in the eastern DRC. She said Rwanda is "eager" to do its part to help implement the Framework agreement, and noted Rwanda's cooperation in helping facilitate the handover of wanted warlord Bosco Ntaganda to the International Criminal Court when he surrendered at the U.S. Embassy in Kigali in March.
In an effort to stem the violence, the United Nations recently added a robust specialized force to its already huge peacekeeping mission in the eastern Congo. The so-called intervention brigade is tasked with neutralizing armed groups.
The U.N. will also soon start using unarmed drones to monitor the DRC's lengthy eastern border. On the development side, the World Bank has pledged $1 billion to enhance infrastructure and encourage trade.
